Introduction The public protection and disaster relief (PPDR) operation’s need for high quality broadband mobile services is growing quickly. A mobile virtual network operator (MVNO) can aggregate multiple commercial mobile networks resources to provide a high quality mobile broadband data service to PPDR users. Such new MVNO services are provided by Airwave in the UK, Astrid in Belgium and by Erillisverkot Oy (ERVE) in Finland. Although well studied and broadly recommended (1) (2) (3) (4), such an architecture can be implemented and organized in multiple flavors. This paper discusses the requirements and high-level implementation in Finland with a focus on network services and the multi-channel router (MCR). The MCR provides broadband mobile data on vehicles and vessels. Personal devices can be supported through the commercial LTE networks or in near proximity use by a wireless LAN provided by the MCR.
